Bob Baber, Director, has 30 years of experience in the field of public sector property asset management and construction procurement. Bob was previously a senior property consultant at the Chartered Institute of Public Finance & Accountancy (CIPFA). Before that he spent ten years at the Audit Commission as its national lead on asset management. He set the asset management standards for measuring the performance of all councils, fire, police, and health trusts.
His knowledge and experience is founded on practical experience delivering local authority professional services, including 10 years as the Chief Surveyor of a high performing County Council property services department.
He was the principal technical advisor on the Audit Commission’s 2009 national report on asset management in local government, ‘Room for improvement’.
Bob has a proven track record delivering client assignments across England; driving improvement in value for money and better services in public bodies. He has advised government departments on various asset management initiatives including the Capital and Asset Pathfinders programme and has been instrumental in the development of the National Map of Public Assets.
In 2013, Bob Baber Associates Ltd undertook an independent research study for the Local Government Association on the effectiveness of the Capital and Asset Pathfinder programme and authored the national report ‘United Estates’,
